On recent BMW`s it indicates a given amount of fuel has been consumed and
it`s time to change the oil, filter, micro-filters (for HVAC) and do a
limited inspection. Resetting the indicator properly will reset the oil
service while allowing the countdown to continue to Inspection I and II.
The interval is 1. Oil Service, 2. Inspection I (Incl Oil), 3. Oil
Service, 4. Inspection II (Incl Oil).
These occur at intervals of roughly from 15,000 to 17,000 miles depending on
how you drive your car. Your owners manual (that book in the glove box)
describes the service indicator. Your service manual describes in detail
the service and inspections performed in each Service and Inspection. The
service manual facilitates the documentation of proper service.
RTFM. If your car`s manual is missing, you can order another or download
from the BMW owners circle (or some kind soul might even email a copy). The
various services are also described on the owners circle.

If you look at the laundry list for Insp I and II, most is of the check
this, check that variety (albeit the check might require you perform a bit
of wrench-bending to inspect/measure/etc). Technically, I`d say yes. Most
of the systems are identical from pre/post long duration oil changes.
The car`s systems are pretty good at reporting impending problems (brake
wear sensor), not so good at others (cooling system failures ... the temp
gauge doesn`t give much hint that`s something amiss until it`s REALLY
amiss). A thorough inspection of critical systems with each oil change
(levels, leaks, cracks, etc ... not Insp 1, but more than a glance) might
catch problems. Fluids should be flushed and filled on a regular calendar
schedule (certainly the service manual`s recommendations). I`d also
recommend the auto trans be drained and filled (BMW advises 100K miles, not
lifetime any more), manual trans and differential every 50K miles (still
lifetime AFAIK from BMW).
